Police were called at around 5.20pm on Wednesday 29 April following a report of a broken down vehicle in lane three of the A38 from Marsh Mills eastbound towards Exeter.

Two individuals – believed to be young adult males – then exited the vehicle dressed in black wearing black and grey hoodies and balaclavas.

They ran across the road in front of traffic trying to hide their faces before heading up the Embankment and leaving the scene.

The vehicle was a stolen white Ford CMAX.
